The Township of Brock has announced that its council has approved the sale of Wilfrid Hall (land and building).
In 2023, the township embarked on a Core Service Review and Parks, Recreation and Culture Master Plan and both 3rd party consultations recommended the divestiture of this asset, said a township statement.
During the 2024 budget process, Brock council and staff reviewed ways to reduce tax levy pressure, according to municipal records. At that time, council directed staff to assess the township’s user fees and rental revenue and provide recommendations to reduce operating deficits.
Brock is yet to announce its 2025 budget and accompanying tax levies. It was scheduled to host on Thursday February 13, the 2025 Budget Open House in an online virtual meeting via Zoom.
More Township Facilities Under Review
Throughout 2024, staff presented recommendations to council, including changes to camp fees, berthing slips, advertising, and lease agreements. Council also directed staff to review township facilities and make recommendations on divestiture where appropriate.
According to municipal reports, the Core Services Review and the Parks, Recreation and Culture Master Plan recommended that Wilfrid Town Hall be sold due to a lack of servicing and limited usage. The Core Services Review also noted that maintaining the facility is discretionary, benefits a small number of residents, and represents an unfunded asset management liability that is not accounted for in the township’s long-term capital planning.
Municipal officials stated that Wilfrid Town Hall generates minimal rental revenue due to its location, limited parking, and proximity to Port Bolster Community Hall, which is located less than four kilometers away. The report noted that Port Bolster Community Hall is similar in size, has more parking, and is accessible. Wilfrid Hall operates at a deficit and has limited reserves for capital repairs or upgrades.
Quick Sale
On October 8, township staff met with the Wilfrid Town Hall Community Association to discuss the facility’s future and possible sale. The association informed township staff that it is not in a position to purchase and operate the hall privately. While the association did not support selling Wilfrid Hall, they requested that if council decides to sell the property, the process be carried out without delay, said the township statement.
A special council meeting was held on December 18, to allow interested parties to comment on the proposed sale. Several residents stated that Wilfrid Hall was built by the community, holds cultural value, has historical significance, and has hosted events and fundraisers over the years. Representatives of the Community Association suggested that control of the facility be returned to them to establish relationships with renters and allow for last-minute weekend rentals.
A resident suggested that the Community Association apply for government grants to cover expenses. Township officials noted that such grants are highly competitive and often require matching funds.
Wilfrid Town Hall is located 20915 Brock Road in Pefferlaw. The final event hosted by the Wilfrid Hall Community Association will be on March 7, 2025.
