By-law passed for new community on Conlin Road

A new community of detached homes, townhouses, retirement homes and a school is planned to come up in Oshawa on agricultural land.

Oshawa City Council last month passed By-law Number 69-2020 under Section 34 of the Planning Act, R.S.O. 1990, to change the zoning for the lands located at 820 Conlin Road East from AG-A (Agricultural) to Community Institutional/Residential.

The draft plan includes 77 lots for single detached dwellings, one medium density block to accommodate up to 167 block townhouse units, apartments, long term care facility units, nursing home units and/or retirement home units and one block for part of a public elementary school site, said a council statement.

The plan also includes two landscape strip blocks, one road widening block and new local roads, it added.

The statement said an appropriate holding symbol is being applied to the draft plan to ensure that a subdivision agreement is executed which would include appropriate arrangements for the provision of adequate services and transportation facilities to serve the development.

In addition, an appropriate holding symbol will be applied to the development block abutting Conlin Road East to ensure that urban design guidelines are prepared and site plan approval is obtained from the city. While the holding symbols are in place, only model homes, temporary sales offices and all uses permitted in a UR (Urban Reserve) Zone will be permitted.

The statement did not say if any developer has applied for permission to build on the lands.
