Durham Police investigators have identified the male who was reported to have committed an indecent act in a Bowmanville park.
They have determined that there is no threat to public safety.
“The male is a vulnerable adult who functions at the level of a 6-year-old and the behaviour exhibited was not an indecent act,” said the DRPS.
“Investigators would like to thank the public for coming forward with information to further this case,” it added.
