Scugog residents get guide on how to build additional units

The Township of Scugog has introduced a new Additional Dwelling Unit (ADU) guide alongside the enactment of an ADU Registration By-law and Procedure, approved at the June 22 council meeting.

These initiatives build on ADU policies adopted by council on March 24, 2025, said the township.

An ADU, as defined in Zoning By-law No. 14-14, is a self-contained residential unit within or accessory to a primary dwelling, featuring a separate entrance, kitchen, washroom, and living space. Commonly referred to as secondary units, basement apartments, or in-law suites.

ADUs can support a range of needs, including multi-generational living, aging in place, caregiver accommodations, guest space, and rental income, and provide flexible housing options for residents.

ADUs also come in different shapes and sizes and are not exclusive to detached buildings. There are a few different types of ADUs, including:

  • Internal ADUs within an existing dwelling (e.g., basement or second floor conversions)
  • Attached ADUs added as an extension to the primary dwelling
  • Detached ADUs located in accessory structures, subject to applicable height and setback requirements

The township’s new  ADU guide establishes four steps required to get an ADU on your property:

  1. Determine if an ADU is permitted on your property
  2. Confirm compliance with zoning provisions
  3. Getting your project ready
  4. Applying for a building permit

To support safe and compliant development, the township has also enacted an ADU Registration By-law under the Municipal Act, 2001. This By-law complements the existing framework under the Ontario Building Code Act, 1992, and the Ontario Fire Protection and Prevention Act, 1997.

The By-law requires property owners to register ADUs prior to occupancy and demonstrate compliance with zoning, building, and fire safety regulations. Key registration requirements include:

  • Submission of a completed township application form
  • Payment of a $50 registration fee (as per the Fees and Charges By-law)
  • Proof of zoning compliance
  • Building permit documentation (where applicable)
  • Confirmation of compliance with the Ontario Building and Fire Codes

This By-law establishes enforcement authority for designated Township of Scugog officers and inspectors, including the Chief Building Official, Chief Fire Official, and Municipal Law Enforcement Officers.

To encourage compliance, the township is offering a six-month grace period during which the $50 registration fee will be waived. After this period, the fee will apply in accordance with the 2027 Fees and Charges By-law.

The ADU guide is available in both PDF and accessible web formats. While it provides comprehensive direction, some properties may require additional site-specific considerations.
