The Town of Whitby has proposed a 2 per cent increase in property taxes for residents in 2025, according to a town statement released alongwith the draft budget.
For 2024, the town had approved a 1.5 per cent increase in the residential tax bill (see below).
Next door, the City of Oshawa’s 2025 operating budget as presented requires a tax levy increase of 7.87 per cent. Oshawa has presented a multi-year budget, which shows an operating forecast for a tax levy increase of 5.36 per cent in 2026 (see below).
The Whitby statement pointed out that this draft budget incorporates assumptions, budget pressures, and projections prepared by town staff and reflects a 5.7 per cent budget increase for 2025 to maintain essential service delivery and plan for growth.
“A 5.7 per cent budget increase equates to a 2 per cent increase to the total property tax bill or an increase of approximately 34 cents per day, per household for the delivery of important services residents rely on every day, like waste collection, snow clearing, and parks maintenance.”
On November 18, Mayor Roy will present the Town of Whitby’s 2025 to 2027 budget, the ‘Strong Mayor Budget’, which may include adjustments to the Draft Budget. This is also the town’s first multi-year budget and includes staff projections of some 2 per cent icrease in the residential bill for both 2026 and 2027.
