Convict poses significant risk, especially to kids: police

Durham Regional Police Service (DRPS) is alerting the public to a high-risk offender who will be released into the community today, Sunday, October 11.

The offender, age 48, poses a significant risk to the community, especially children, it said.

This individual has a history of serious criminal convictions, including Sexual Assault, Sexual Assault with a Weapon, Assault with a Weapon, Assault, Robbery, Possession of Explosives, Uttering Threats, and multiple violations of probation orders, said a police statement.

DRPS’s Offender Management Unit will continue to monitor his whereabouts and activities. He is also subject to electronic monitoring. Name and photos are available here. Durham Post does not name or identify the offender as he has served his sentence.

14 Conditions For Release

The offender is bound by an order under section 810.2 of the Criminal Code of Canada. His conditions under this section include:

  1. Wear a GPS monitoring device at all times
  2. Abide by a curfew from 7 pm to 7 am
  3. Mandatory reporting to DRPS on a weekly basis
  4. Not to associate or communicate with anyone under the age of 16, or engage in any activities that involve contact with anyone under the age of 16
  5. Not to own or possess any weapons
  6. Abstain absolutely from the possession, purchase, or consumption of drugs, narcotics or controlled substances, except in accordance with a medical prescription
  7. Abstain absolutely from possession, purchase, or consumption of alcohol or alcohol-based products
  8. Not to associate with anyone involved in criminal activities or known to have a criminal record
  9. Not to be present in any daycare, swimming area, and/or public swimming area, school ground, or playground where one might reasonably expect children to be present, or any community centre where children under 16 are present
  10. Not to attend any public place such as a mall where persons under the age of 16 are present or can be reasonably expected to be present unless accompanied by someone over the age of 21
  11. Not to enter into any relationships with a person who is the legal guardian of children under the age of 16
  12. Not to use the internet or other digital networks
  13. Not to be in possession of any device capable of accessing the internet
  14. Notify the DRPS or a designate in the police jurisdiction to which you are residing, prior to leaving your jurisdiction of residence, including any travel itinerary and destination plans
Be Vigilant

Police are asking the public to stay vigilant and remain aware of their surroundings. Any suspicious or dangerous behaviour should be reported directly to the police.

Under Regulation 412/23 of the Community Safety and Policing Act, a chief of police or his designate may disclose personal information about an individual if he reasonably believes the individual poses a significant risk of harm to other persons or property and believes that such disclosure would reduce that risk.
