Whitby Council has received the town’s annual Housing Monitoring Report, providing an overview of housing activity between January 1 and December 31, 2024.
According to the report, Whitby had an estimated population of 155,000 and 49,795 households as of December 2024. The number of dwelling units in the development pipeline at the end of the year was estimated at 27,020.
In 2024, council approved 11 plans of subdivision accounting for 10,923 residential units—the highest annual total in the last decade. This figure is more than three times higher than the previous peak of 3,178 units in 2015, said a town statement.
The report also notes that 288 permits were issued in 2024 for additional dwelling units, such as basement apartments. The town attributes this growth in part to local incentives through the Housing Accelerator Fund and a Whitby council resolution permitting up to three additional dwelling units on a residential lot.
