Oshawa approves three-tower downtown complex

By-law 146-2024 adopting Amendment 225 to the Official Plan was passed by Oshawa City Council on December 16, to change the zoning for the lands at 111 and 117 King Street East and 0 Athol Street East.

This will permit the development of a new mixed-use building consisting of a podium with three towers ranging in height from 31 storeys to 37 storeys containing a total of 1,308 apartment units and 1,374 square metres (14,793 sq. ft.) of commercial floor space with site specific regulations related to increased residential density and maximum building height and building setbacks.

The amendment adds a site specific policy to permit a maximum residential density of 1,622 units per hectare on lands located to the south of King Street East and to the north of Athol Street East between Mary Street South and Charles Street.

The effect of the ‘h-95’ holding symbol is to ensure that the proposed development will not proceed until such time as site plan approval is obtained from the city, a noise study is completed that addresses the implementation of noise mitigation from adjacent stationary noise sources to the satisfaction of the city, demolition approval under Section 34 of the Ontario Heritage Act has been granted by council, and a Record of Site Condition has been provided to the satisfaction of the city. While the ‘h-95’ holding symbol is in place, only uses permitted in the FD (Future Development) Zone shall be permitted, said a city statement.
