Whitby begins phase three of downtown upgrade plan

The Town of Whitby has begun Phase Three of community engagement on the Downtown Whitby Secondary Plan on February 10.

It is asking residents and stakeholders to provide feedback on land use and development in Downtown Whitby – Phase Three.

As Downtown Whitby grows, the Town of Whitby is reviewing and updating its Downtown Whitby Secondary Plan. This updated plan will guide sustainable land use and development in Downtown Whitby to ensure the area is able to meet the needs of the community today and in the future, said a town statement.

This is the third phase of community engagement on the Downtown Whitby Secondary Plan. Residents are now invited to provide comments on the draft Preferred Concept Plan and proposed policies to guide future land use and development in Downtown Whitby, developed based on information and feedback collected during Phases one and two of the project.

There will be a Virtual Community Engagement Session on Tuesday, February 15 at 7 pm.

Downtown Whitby Secondary Plan Update

As Whitby’s population grows, Downtown Whitby is one of several areas identified in the Town of Whitby Official Plan that will share some of that population and job growth. The Downtown Whitby Secondary Plan helps to manage growth in a manner that is specific and suitable for the downtown area, said the town.

The Secondary Plan is being updated to:

  • Guide population and job growth, land use, and development in Downtown Whitby;
  • Maintain and enhance its unique heritage, economic strengths and sense of place;
  • Support a range of housing options and a mix of uses;
  • Improve access to transit and active transportation options;
  • Enhance public open space, walkability, and the natural environment; and
  • Promote a healthy, vibrant and sustainable downtown core, offering a high quality of life for local residents, businesses, and visitors to the area.

The study area for the Secondary Plan Update is bound by the Canadian Pacific Rail line to the north, Garden Street to the east, Highway 401 to the south and Cochrane Street to the west.

The existing Downtown Whitby Secondary Plan was adopted in 1989. Not only have provincial and regional policies changed since then, but so have population growth targets and growth pressures. An update of the Secondary Plan is required to manage local growth and development in a sustainable manner that is appropriate for Downtown Whitby.
