Clarington offers review of new development charges bylaws

The Municipality of Clarington is inviting residents to attend a meeting on April 7 to provide feedback on the proposed development charge (DC) rates and community benefits charge (CBC) strategy, along with their applicable policies.

According to municipal officials, the meeting offers an opportunity for the public to review and comment on the Development Charges Background Study and the proposed By-law, as required under the Development Charges Act, 1997. In addition, the new CBC Strategy and corresponding proposed By-law will be discussed. Following the public consultation, the council said they will consider approving an updated DC By-law and a new CBC By-law at a later date.

Materials related to the study and strategy will be available online at www.clarington.net/DC-CBC on or before March 24.

What are Development Charges?

A municipal statement said Development Charges (DCs) are fees imposed on new developments to fund growth-related costs within the municipality. Governed by the Development Charges Act, 1997, the DC Background Study determines the fees charged when a new building permit is issued in Clarington. These fees help fund new capital infrastructure that supports community growth, including services for government operations, library services, emergency and fire services, parks and indoor recreation, and highways and roads.

What are Community Benefits Charges?

Community Benefits Charges (CBCs) are imposed under the Planning Act on new buildings that have five or more storeys and ten or more residential units. These charges help cover growth-related capital expenditures that enhance the quality of life in the community—expenses not addressed by traditional Development Charges. Before passing a CBC By-law, the municipality must prepare a CBC Strategy that identifies the facilities and services to be funded from the charge.
