The Durham Regional Police Service (DRPS) is notifying the public about the release of a high-risk offender who has taken up residence in Oshawa.
The 52-year-old white male has a history of serious criminal convictions related to sexual assault and is considered to pose a significant risk to the community, said a police statement.
The individual’s past convictions include Sexual Assault with a Weapon, Sexual Assault, Indecent Act, Criminal Harassment, Break and Enter, Uttering Threats, Carry Concealed Weapon, and violations of Long-Term Supervision Orders.
The offender is described as a 52-year-old White male with a slim build. He is bald with a beard and has a large facial tattoo. Photo, name and other details are available at www.drps.ca.
He is currently under a court-ordered Section 810.2 of the Criminal Code of Canada order, which includes several strict conditions:
- No association or communication, directly or indirectly, with anyone under the age of sixteen years, or engagement in any activity involving contact with persons under sixteen.
- Not allowed to attend public parks or swimming areas where persons under sixteen are or can reasonably be expected to be present, or a daycare centre, school ground, playground, or community centre.
- Must not attend public places like a mall or library where persons under sixteen are or can reasonably be expected to be present, unless in the direct company of someone over 21 who is aware of these conditions.
- No association with parties known to have a criminal record or be involved in criminal activity.
- Complete abstinence from the possession, purchase, or consumption of drugs, narcotics, or controlled substances, except as directed by a medical prescription.
- Complete abstinence from the possession, purchase, or consumption of alcohol or alcohol-based products.
- Not to own or possess any weapons.
- Must abide by a curfew from 9 pm to 7 am.
DRPS states it will continue to monitor the offender’s whereabouts and activities. The decision to disclose this information is made under Regulation 412/23 of the Community Safety and Policing Act, which allows a chief of police to disclose personal information if they reasonably believe the individual poses a significant risk of harm to others and that disclosure will reduce that risk.
Police urge the public to stay vigilant and be aware of their surroundings. Any suspicious or dangerous behaviours should be reported directly to police.
