The Township of Brock, under strong mayor powers, has proposed a 3.98 per cent rise in its own tax levy for 2026.
This includes an increase of 2 per cent for asset infrastructure and 1.98 per cent for all other operational
needs of the township, said a draft budget document.
Region of Durham Guideline
The 2026 budget for the Region of Durham is still in progress, however, a guideline of 6.5 per cent was initially set. Assuming the Region of Durham levy increase is 6.5 per cent, the overall combined tax rate increase would be 4.87 per cent (this is for illustration purposes as the Region of Durham budget is not yet approved), the budget document said.
It said on the combined total tax bill, the Township of Brock’s levy increase results in a 1.47 per cent total tax increase.
Proposed 2026 Durham Tax Increases
- Durham Region: 6.5% (against an announced cap of 3.5%)
- Township of Scugog: 5.54% own portion
- Township of Brock 4.87% (own portion 1,47%)
- City of Oshawa: 4.6% (own portion 1.97%)
- Town of Whitby: 3.49%
- Municipality of Clarington: 3% (own portion 0.99%)
- Township of Uxbridge: 1.28% own portion
All of the above tax increases have yet to be approved or may automatically come into force (see below).
Township of Brock
The total 2026 township budget is about $21,675,738 and includes capital expenditures of $4,972,583, operating expenditures of $16,264,194 and infrastructure funding of $438,962 (this includes $214,275 from 2025 built into the levy, plus additional $224,687 added to the levy for 2026).
At the current time, the draft budget 2026 levy increase, after estimated growth of $73,023 or 0.65 per cent, is approximately 3.98 per cent or $447,478, the document said.
The township levy increase of 3.98 per cent, includes an infrastructure levy, for 2026, of 2 per cent or $224,687. Total overall levy for 2026 approximates $11,681,808 or approximately 54 per cent of the total overall annual expenditures.
The township’s draft levy increase of $447,478 is made up as follows:
- $96,836 (or 0.86%) for inflation and service level inflation
- $28,286 for new initiatives (or 0.25%)
- $97,669 for net revenue reductions (or 0.87%)
- $224,687 for infrastructure (or 2%)
