Changes to Kingston Corridor proposed

Pickering is proposing to amend its Official Plan to implement the council-endorsed Kingston Road Corridor and Specialty Retailing Node Intensification Plan.
This amendment will apply to lands generally located along the Kingston Road Corridor, excluding the City Centre, and also apply to lands within the Specialty Retailing Node, east of Brock Road, north of Highway 401, and south of Kingston Road.
The City Development Department is holding an electronic public open house and public meeting on the issue on:
  • Thursday, October 22, 2020 at 7:00 pm to 9:00 pm (Open House)
  • Monday, November 2, 2020 at 7:00 pm (Public Meeting)
Residents can participate electronically by audio, or watch the meetings live streamed via the City of Pickering’s YouTube channel

Pickering’s Public, and the Planning & Development Committee is also holding an electronic statutory public meeting on First Simcha Shopping Centres Limited & Calloway REIT (Pickering) Inc. proposal for a four-tower development on Brock Road.

This Electronic Statutory Public Meeting will be held on Monday, November 2, 2020 at 7:00 pm.

The applicant is proposing to amend the city’s Official Plan and rezone the subject lands identified as Block 1, to permit a phased mixed-use development consisting of:

  • 4 residential towers containing a total of 1,678 dwelling units
  • 3,670 square metres of grade related commercial uses

Phase 1 represents the westerly portion of Block 1 adjacent to Brock Road to be developed with 2 towers ranging in height from 33 to 34 storeys, connected by a 4-storey shared podium, containing 737 dwelling units and 1,346 square metres of grade related commercial uses. The city is in receipt of an Application of Site Plan Approval for Phase 1.

Future phases will be developed separately at a later time, each of these phases being proposed for single residential towers (towers 3 & 4) ranging in height from 40 to 43 storeys, containing 941 dwelling units and 2,323 square metres of grade related commercial uses.

The purpose of the Official Plan Amendment application is to increase the maximum permitted residential density from 140 units per net (uph) hectare to a minimum density of 500 uph, and increase maximum permitted floor space index (FSI) from 2.5 to 6.
