Four proposed developments in Bowmanville and Newcastle

The Municipality of Clarington yesterday announced that four development proposals in Bowmanville and Newcastle will be coming up on Monday, May 11.

3,200 homes on Goodyear Lands in Bowmanville

The Biglieri Group Ltd. has submitted applications on behalf of Lifelong Group for a zoning by-law amendment and draft plan of subdivision and at 45 Raynes Avenue in Bowmanville.

The proposal seeks to redevelop the Goodyear Lands with multiple high-density, mixed-use blocks containing approximately 3,200 residential units and 9,890 square metres of non-residential space, with building heights ranging from four to 25 storeys. Two heritage buildings and the smokestack are proposed to be retained and adaptively reused.

The total site area is approximately 15.87 hectares (39.21 acres) in size.

458 homes at 933 Mearns Avenue, Bowmanville

Batory Planning + Management has submitted applications on behalf of Mearns Avenue Limited Partnership for a regional official plan amendment, Clarington official plan amendment, zoning by-law amendment, draft plan of subdivision, and site plan approval for lands municipally known as 933 Mearns Avenue in Bowmanville.

The proposal seeks to facilitate the development of 458 residential units, which will be separated into three sites:

  • Site A (located on the west side of the property) proposes 215 link townhouses, 52 street townhouses and 18 semi-detached dwelling units.
  • Site B (located on the northeastern side of the property) proposes an apartment building within 90 units on a private lane.
  • Site C (located southeast of Site B) proposes 81 townhouses and 2 semi-detached dwelling units.

Proposed development in northeast Bowmanville

Malone Given Parsons Ltd. has submitted applications on behalf of the NE Bowmanville Landowners Group for a regional official plan amendment and Clarington official plan amendment at lands generally located south of Concession Road 3, west of Providence Road, east of Soper Creek, and north of the local CPKC Railway in Bowmanville.

The proposal would enable residential and mixed‑use development on lands added to the Bowmanville Urban Area through the 2024 Durham Region official plan.

The total site area is 121 hectares (299 acres) in size.

Proposed development at 3574 Concession Road 3 and 3171 Highway 115, Newcastle

Bousfields Inc. has submitted applications on behalf of Tribute Newcastle Limited Partnership and Littlewalsh Developments Inc. for a regional official plan amendment and Clarington official plan amendment at 3574 Concession Road 3 and 3171 ON-Hwy 115 in Newcastle.

The applications propose an 88-hectare expansion of the Newcastle Urban Settlement Boundary and to re-designate the subject lands as ‘Community Areas’ within the Durham Region Official Plan (Envision Durham) and as ‘Urban Residential’ in the Clarington Official Plan.

These are not approved projects, the municipality pointed out adding that it is required to process every development application it receives.

Public Meeting Information

The municipality is asking residents to join online or in person the Planning and Development Committee meeting on May 11 to learn more about the proposed developments and share feedback.
