Durham Regional Police Service (DRPS) yesterday arrested a plow operator and charged him with Impaired Operation and Exceed.
Officers from the DRPS Central West Division were called to a parking lot in Whitby after it was alleged that the driver was throwing snowballs at drivers and blocked them in the lot.
The incident took place at Thickson Road and Stellar Drive in Whitby.
The 36-year old driver from Oshawa had his tractor impounded for seven days and his licence was suspended for 90days.
He was later released on an undertaking.
