Major changes proposed for Conlin Road

Oshawa is calling a public meeting on major changes to a portion of Conlin Road lands requested by developer Nideva Properties.

The applications have been determined to be complete.

A Planning Act public meeting will be held regarding revised applications to amend the Oshawa Official Plan and Kedron Part II Plan, for approval of draft plan of subdivision  and to amend Zoning By-law 60-94 submitted by 1662857 Ontario Ltd. (Nideva Properties) for lands at 540, 590, 600, 610 and 760 Conlin Road East, said a city statement.

The Oshawa Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map at the public meeting.

When: January 11, 2021– 6:30 pm.

Where: The online meeting is open to the public. Requests to speak are required to be submitted no later than 4:30 pm on January 6, 2021 by contacting City Clerk Services in writing at clerks@oshawa.ca. Comments received after 4:30 pm on January 6, 2021 and up to January 11, 2021 will be provided to the committee members at the January 11, 2021 Public Meeting.

Why: The city said the purpose of these applications is to:

  1. Amend the Oshawa Official Plan by:
    • Amending Schedule “A”, Land Use, by:
      • Changing the designation of certain lands from Residential to Open Space and Recreation; and,
      • Changing the designation of certain lands from Open Space and Recreation to Residential; (b) Amending Schedule “D-1”, Environmental Management, by deleting a Hazard Lands area and a portion of a Natural Heritage System area and adding a new Natural Heritage System area;
  2. Amend the Kedron Part II Plan by:
    • Deleting Policy 8.7.9.15 regarding the Schematic Diversion Channel;
    • Amending Schedule “A”, Kedron Land Use and Road Plan, by:
      • Deleting the arrangement and location of land uses, Stormwater Management Facilities and Schematic Diversion Channel within the area bounded by Conlin Road East, Ritson Road North, Britannia Avenue East and the Hydro One corridor, and adding a new arrangement and location of land uses and Stormwater Management Facilities in this area. The designation of 590 and 600 Conlin Road East would change from Medium Density I Residential to Mixed Use Node; and,
      • Relocating a Stormwater Management Facilities symbol;
    • Amending Schedule “C”, Kedron Environmental Management Plan, by deleting the Schematic Diversion Channel, Hazard Lands and a portion of the Natural Heritage System and adding a new Natural Heritage System area.
  3. Implement a draft plan of subdivision (S-O-2014-02) which proposes 40 blocks to accommodate up to 607 single detached dwellings, 4 blocks for 8 semi-detached dwellings, 34 blocks to accommodate up to 181 street townhouse dwellings, 4 medium density residential blocks to accommodate up to 567 units, a mixed use node block to accommodate up to 250 residential units and/or 7,432 square metres (80,000 sq. ft.) of commercial gross floor area, a block for part of a public elementary school, a public secondary school block, a school block to be consolidated with either the public elementary school block or the public secondary school block, 2 parkette blocks, 2 open space blocks, a walkway block, 2 stormwater management facility blocks, an overland flow block, landscape strip blocks, 0.3 metre reserve blocks, road widening blocks, a new arterial road and new local roads.
  4. Rezone the subject lands from AG-A (Agricultural) and CIN (Community Institutional) to appropriate Residential, Community Institutional, Open Space and Mixed Use Zones to implement the proposed draft plan of subdivision, and the lands located at 590 and 600 Conlin Road East.

The public meeting will also address the environmental assessment requirements for the proposed roundabout at the intersection of Conlin Road East and a proposed new local road (Street R) as a result of the proposed draft plan of subdivision.

The City of Oshawa completed a Class Environmental Assessment in 2017 for Conlin Road East between Simcoe Street North and Townline Road North.
