New refrigeration plant recommended for Blackstock Arena

A new refrigeration plant for the ageing unit at Blackstock Arena has been recommended by the Township of Scugog Public Works and Recreation Department.

Residents have been calling for repairs to the historic arena (see below).

The Public Works and Recreation Department has also recommended a total budget of $606,800 for the new portable unit be funded from the township’s Major Facilities Reserve Fund.

The portable unit would be ordered upon council approval and be scheduled for installation in April 2026 after the upcoming winter season has concluded and would be ready for opening in October 2026.

In a report presented on November 10 to the township’s General Purpose and Administration Committee, on Blackstock Arena Remediation options, the report recommended that Scugog Council approve the purchase and installation of a Portable Ammonia Refrigeration Plant to replace the existing Freon Refrigeration Plant at the Blackstock Arena.

Will Only Support Existing Ice Pad

The report also recommended  that the project for the new refrigeration plant, be awarded to Cimco at a contract price of $532,645, excluding HST.

A June 23 council meeting discussed the purchase of an ammonia portable refrigeration plant that would only support the existing size ice pad and would replace the need to repair the existing cooling tower and heat exchangers. This unit consists of a plate and frame chiller, condenser, brine pump, mounted brine expansion tank and is a turn-key solution.

The portable unit could be re-purposed or sold at auction if the township were successful in securing grant funding for a re-build of the arena and ice pad to regulation size.
