Owner Alert: Oshawa approves property maintenance by-laws

Oshawa Council has approved property maintenance and yard care by-laws aimed to establish clear standards for property upkeep and outline the responsibilities of property owners.

Common property maintenance requirements include:

  • Trimming hedges and tree branches so they do not obstruct sidewalks or create hazards for pedestrians and vehicles
  • Maintaining shrubs, bushes, and other vegetation at a reasonable height to preserve visibility and enhance neighbourhood appearance
  • Cutting grass and removing weeds on a regular basis
  • Removing garbage, waste, and other debris
  • Eliminating standing water that may create health, safety, or environmental concerns
  • Properly maintaining natural features and landscaped areas to help preserve the character and appearance of the community.

By applying consistent property maintenance standards, the city said it aims to address community concerns while supporting residents in caring for their property responsibly.

Residents are encouraged to review the applicable by-law requirements and take the necessary steps to ensure their properties remain in compliance.

New By-laws

Adequate Heat By-law: Requires a minimum air temperature of at least 22°C between September 1 to June 15 in rented or leased living accommodations

Boulevard By-law: Hedges and trees overhanging the sidewalk

  • Height of shrubs and plants
  • Find assistance for grass cutting and snow removal.

Fence and Sight Triangle By-law: Height of fences

  • Height of natural features (hedges, shrubs and plants)

Lot Maintenance By-law: Long grass and weeds

  • Waste and debris
  • Stagnant or standing water
  • Graffiti

Property Standards By-law: Plumbing and drainage

  • Exterior and interior walls
  • Heating, ventilation and air conditioning systems
  • Toilet and washroom facilities
  • Handrails and guards
  • Roof and roof structures
