Road restrictions in Whitby, Oshawa, Scugog from Monday

Upcoming road restrictions have been announced in Whitby by the Region of Durham, and by the City of Oshawa and the Township of Scugog.

Oshawa: Road closure for Thornton Road North Reconstruction will take place from Monday April 13 to December 2027.

It will take place from Conlin Road East to 600m south of Winchester Road (south of Nesbitt Bridge)

It is required for the reconstruction of Thornton Road North to a two-lane road with bike lakes, a multi-use path on the east side, and installation of new storm sewers and regional services such as sanitary sewers and water main systems.

Full road closures will be in effect during construction starting April 13, 2026 until December 2027.

No general traffic will be permitted on the closed portion of Thornton Road North at any time. Residents whose driveways connect directly to Thornton Road North will be allowed local access where required and where safe.

During Phase 1 of construction, residents on Roselawn Avenue and Bickle Drive will have local access from Thornton Road North via Winchester Road only. During Phase 2 of construction, at a later date, access to Roselawn Avenue and Bickle Drive will be from Thornton Road North via Conlin Road East only.

Whitby: There are upcoming lane restrictions on Thickson Road South in Whitby (Regional Road 26) in the Town of Whitby from Monday April 13 to 22.

Lane restrictions will be in place on Thickson Road South, from Victoria Street East (Regional Road 22) to Wentworth Street (Regional Road 60), in the Town of Whitby.

It is being done to safely replace watermain valves.

Scugog: A full closure is scheduled for the intersection of Union Avenue and Josephine Street Monday, April 13 to Tuesday, April 21, for construction.

No through traffic will be allowed for the duration of the closure. Access to Union Avenue through King Street will be maintained throughout the construction, with local traffic and emergency vehicle access maintained on Union Avenue and Josephine Street. The following detour will be put in place to navigate around the area:

  • Old Simcoe Road at King Street intersection to:
    • Victoria Street
    • Union Avenue
