Three buildings with 385 homes proposed for Oshawa

A new development proposal is in the works for a significant piece of land in Oshawa. The plan involves the construction of three apartment buildings, ranging from six to twelve storeys, and the repurposing of a heritage building on the site, according to the city.

It said a 12-storey building would house 187 units, a 10-storey building would have 133 units, and the 6-story building would contain 65 units. The existing heritage building would be integrated into the development’s amenity area.

The applications, submitted by D.G. Biddle and Associates Limited on behalf of Greycrest Homes Inc. for lands at 1600 Conlin Road East, have been determined to be complete.

To accommodate this ambitious project, several zoning and planning amendments are being proposed:

  • Official Plan Amendment: The Oshawa Official Plan would be amended to allow for a maximum residential density of 205 units per net hectare.
  • Kedron Part II Plan Amendment: The plan would be updated to re-designate the site from Medium Density I Residential to High Density I Residential, with a site-specific policy permitting the proposed density.
  • Zoning By-law Amendment: The site would be rezoned from Agricultural (AG-A) to Residential (R6-C, R3-A) and Hazard Lands Open Space (OSH) zones. The R6-C zone would include specific conditions to allow for increased density, height, and reduced setback requirements.

The development is expected to integrate seamlessly with the surrounding area, including portions of the draft plan of subdivision (File: S-O-2014-04) for roads, open space, and street townhouses.

The Oshawa Economic and Development Services Committee will be considering the applications for the lands as shown shaded on the map below at a public meeting on December 2, at Oshawa City Hall, 50 Centre Street South.
