108-apartment complex planned on Bloor Street

A developer is planning to build a residential-cum-commercial complex of 108 apartments in Oshawa, according to a city announcement.

A Planning Act public meeting will be held regarding applications to amend the Oshawa Official Plan (File: OPA-2022-05) and Zoning By-law 60-94 (File: Z-2022-09) submitted by DG Biddle and Associates Limited on behalf of Scugog River Developments for lands at 245 and 255 Bloor Street West and 671 and 675 Park Road South, said a city notice.

The applications have been determined to be complete.

The city said the applicant proposes to develop the site for a new 12 storey residential/commercial mixed-use building containing 108 apartment units and 200m2 (2,152.9 ft2) of commercial floor space.

The purpose of the applications is to:

Amend the Oshawa Official Plan to add a site specific policy to permit the proposed residential density of 386 units per net hectare; and,
Rezone the lands from PSC-A (Planned Strip Commercial) to an appropriate site specific PSC-A Zone, to implement the proposed development with site specific conditions to permit certain performance standards such as, but not limited to, increased residential density and building height and reduced required residential parking.

Oshawa Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map (below) at the public meeting on November 28 at 6:30 pm.

This meeting is open to the public and will take place in person in the Council Chamber, Oshawa City Hall, 50 Centre Street South. Members of the public wishing to address the committee through electronic means rather than appear in-person to make a delegation are required to submit their request to speak to this matter no later than 4:30 pm on November 23, 2022 by contacting City Clerk Services in writing at clerks@oshawa.ca.
