The City of Pickering has approved a zoning by-law amendment that will allow for the development of 85 street townhouse units at 1635 Palmer’s Sawmill Road, in the Duffin Heights neighbourhood.
The application, submitted by 9004807 Canada Inc. (Stonepay), updates the site’s zoning to permit the construction of freehold townhouses within a common element condominium. This type of development allows homeowners to own their unit and lot, while sharing access to private roads, visitor parking, community mailboxes, and other common areas managed by a condominium corporation.
The subject lands are currently vacant and form part of a multi-phase development that was initially approved by the Ontario Land Tribunal in 2019. The first phase, located east of the proposed site, includes 137 block and stacked townhouse units. The revised plan for Phase 2 replaces the originally approved stacked and block townhouses with street townhouses in response to current market conditions.
City staff support the proposal, stating it aligns with the 2024 Provincial Planning Statement, the Regional Official Plan, and the Pickering Official Plan, all of which promote a mix of housing options and complete communities. The site also complies with the Duffin Heights Neighbourhood Plan and associated development guidelines.
As part of the review process, the applicant addressed several technical matters and comments from staff and the Planning & Development Committee. These included adjustments to lot lines, sidewalk placement, amenity space, and screening for air conditioner units. The final design places air conditioners at ground level, screened with privacy panels and vegetation, rather than on balconies.
The application includes three access points to the internal road network, as well as 170 residential parking spaces and 17 visitor spaces, including two accessible spaces. The proposed density is 46.6 units per hectare, within the range permitted for medium-density areas in the city’s official plan.
