Clarington approves 5 new projects with up to 2,000 homes

The Municipality of Clarington has approved a raft of new developments in Newcastle and Bowmanville which together will create 1,959  new residential units of various types.

A total of 1,658 new homes have been approved in Newcastle and another 301 in Bowmanville.

Newcastle: A new mixed-use neighbourhood with 1,293 residential units has been approved in Newcastle.

Council approved Official Plan and Zoning By-law amendments to support the future development of up to 1,293 residential units at 6 Wilmot Creek Drive in Newcastle, within the Wilmot Creek Secondary Plan Area, said a Clarington announcement.

The proposed community will include a mix of housing types, including townhouses, apartments and mixed-use buildings, as well as commercial space, two parks, open space areas and a stormwater management facility.

The updated plan reflects changes made in response to public feedback, including a reduction in the overall number of residential units, more low-rise apartment buildings and expanded park space. Future approvals will continue to address detailed design, servicing, transportation and environmental requirements before development can proceed, said the municipality.

Newcastle: Another development with 205 residential units has also been approved.

Council approved a Zoning By-law amendment to permit a new residential development at 1800 Rudell Road in Newcastle, located south of Highway 2 and west of Rudell Road.

The project will include a six-storey apartment building with 166 units, nine linked townhouse units and 30 stacked townhouse units, for a total of 205 residential units.

The development will also feature indoor and outdoor amenity spaces, resident and visitor parking, and the adaptive reuse of an existing heritage house as a community amenity space. Detailed design, servicing and landscaping will continue to be reviewed through a future Site Plan Approval process.

Newcastle: A 160-unit residential development has been approved.

Council approved a Zoning By-law amendment to support a new residential development on Bennett Road in Newcastle, within the Wilmot Creek Secondary Plan Area.

The development will include 160 residential units, consisting of 100 apartment units and 60 back-to-back townhouses, along with a neighbourhood parkette, underground parking and a future public road connection through the hydro corridor.

The project will help expand housing options while supporting the long-term vision for the Wilmot Creek community and improving connections to future neighbourhoods, parks and trails in the area. A draft plan of subdivision remains under review and will establish the final layout and development details.

Bowmanville: A 182-townhouse development has also been approved.

Council approved an Official Plan Amendment to permit 182 townhouse units within a single development block at 1700 Lambs Road in Bowmanville, as part of the draft-approved Timber Trails subdivision.

The development will include 86 three-storey townhouses, 84 back-to-back townhouses and 12 rear-lane townhouses on a 3.62-hectare site adjacent to the former Bowmanville Zoo lands.

The amendment does not change the property’s residential designation but allows more than the 50-unit limit currently permitted within a single multi-unit residential block under Clarington’s Official Plan. The approval supports a more compact and efficient housing form on lands already planned for residential development while maintaining strong urban design principles through a mix of built forms and streetscape elements.

The proposal also implements the vision and objectives of the approved Timber Trails Community Design Plan and contributes to Clarington’s goal of increasing housing supply and choice within the community.

Bowmanville: Former Abe’s Auto site approved for new homes.

Council approved a Zoning By-law amendment to support a new residential development on the former Abe’s Auto site in Bowmanville’s Northglen neighbourhood.

Located at the northwest corner of Concession Road 3 and Middle Road, the development will include 119 residential units consisting of 82 single-detached homes, two semi-detached homes and 35 street townhouses, along with a neighbourhood park and new road connections that help complete the area’s street network.

The redevelopment transforms one of the last undeveloped properties in Northglen following the closure of the former auto wrecking yard. A draft plan of subdivision remains under review and will establish the site’s remediation, as well as the final lots and blocks for the development.
