More details released of 5-tower, 1,748-unit Pickering project

The City of Pickering will hold a public meeting to present and gather feedback on a proposed high-density development consisting of 5 towers with 1,748 units at 705 Kingston Road, the current site of the Whites Road Shopping Centre.

The applicant, 705 Kingston Road Limited, is seeking amendments to both the Official Plan (OPA 24-003P) and Zoning By-law (A 05/24) to allow for a two-phase, high-density, mixed-use development on the southeast corner of Whites Road and Kingston Road, just north of Highway 401 in Ward 1.

The proposal includes:

  • Five towers across three buildings, ranging in height from 28 to 35 storeys
  • 1,748 residential units
  • Approximately 3,922 square metres of commercial space
  • A new public road
  • Creation of new public and open spaces, including:
    • A 2,193 square metre public park to be conveyed to the City
    • 815 square metres of privately owned, publicly accessible spaces (POPS)

To proceed, the applicant is requesting the following changes:

Official Plan Amendment:

  • Increase the maximum Floor Space Index (FSI) from 2.5 to 5
  • Remove the cap on net residential density (currently over 140 units per net hectare)
  • Permit high-density residential and other additional use

Zoning By-law Amendment:

  • Rezone the property to a more appropriate zone category
  • Set development standards that align with the proposed design
