The Council of the City of Oshawa has approved Amendment 231, paving the way for a high-density residential project at 63 Albany Street consisting of 18 townhouses and a 22-storey apartment building.
On April 28, the council enacted by-law 44-2025 under Section 34 of the Planning Act, amending Zoning By-law 60-94 (File Z-2022-06). The new R6-D(4) “h-7” zone will allow construction of eighteen three-storey block townhouses and a 22-storey apartment tower with 307 units, subject to regulations on height, density, and lot coverage. The “h-7” holding symbol ensures that site plan approval, noise and vibration mitigation, and a satisfactory traffic impact study are in place before development proceeds.
Council also passed by-law 43-2025 to adopt amendment 231 (File OPA-2022-04), which adds a site-specific policy permitting a maximum residential density of 527 units per hectare for lands on the south side of Albany Street between Albert Street and Front Street. This change is contingent on corresponding provisions in the city’s zoning by-law.
All written and oral submissions received during the public meeting were considered in council’s decision. Amendment 231 and related background materials are available for public inspection at the Economic and Development Services Department (8th Floor, Rundle Tower) at city hall, 50 Centre Street South, Monday to Friday between 8:30 am and 4:30 pm.
