Trains may continue to thunder across a part of Clarington, but their whistles will be silenced from August, according to a municipal council decision.
Clarington Council has passed a resolution to stop train whistling at the following CN Rail grade crossings, effective August 2025:
- Bennett Road – Kingston West subdivision
- Cobbledick Road – Kingston West subdivision
The resolution follows federal railway safety rules and is meant to stop trains from sounding their whistles or horns at the listed public crossings.
While trains will no longer use their whistles regularly, they may still do so if there’s an immediate safety concern, as decided by the railway operator, said a municipal statement.
To allow this change, major safety upgrades have been made to the warning systems at the crossings, along with improvements to the roads, it added.

Here we are now into October and the train whistles continue to blast at the crossings that were to be stopped–Bennet & Cobbledick. Please do something to bring us some peace and quiet!

Earlier this summer, Council passed a By-Law that we believed would be the final step required by the railroad to eliminate train whistles at the two crossings. Considerable staff time and significant financial resources were invested to reach that point.
Unfortunately, in late July we were advised, much to our surprise, that CN was not prepared to stop the whistles. Since then, we have been in ongoing communication with CN, as they worked through their own requirements for these two crossings, staff have met several times with CN in an attempt to clarify their requirements and determine what additional steps CN required to achieve whistle cessation.
Staff will be bringing a report to Council in December, at that time we’ll be able to share more detailed information.
