Old Simcoe Road repairs projected to be double over budget

The Township of Scugog has received a report asking for additional funding of about $63,800 in order to complete the rehabilitation of Old Simcoe Road.

The Old Simcoe Road Rehabilitation Design is expected to be from Queen Street to Reach Street. During the presentation to council, the report found that:

  • The granular road base is inadequate and requires further investigation to determine the extent of the required remediation.
  • Some sections of the storm sewers require heavy cleaning beyond the initial project scope.
  • The storm sewers require more extensive repairs than anticipated, requiring additional surveys to be included in the design.
  • Excess soil planning documents and soil testing are required prior to construction.
  • Streetlights will be impacted by realignment of the Bay Street intersection and require a photometric study to incorporate relocation into the design.

As a result of these additional difficulties that are anticipated the report recommended to council that additional funding be of  $63,800 from Development Charges – Engineering Reserve Fund and another $63,800 from the Road Reserve Fund be allocated to the project.

The approved capital budget for the project was set at a $ 120,000. Additional costs such as consulting fees, more investigations and Staff Time Reallocation brings the total project cost to $ 247,600.

Completion of the detailed design is anticipated by Fall 2026.

Construction is tentatively scheduled for 2027, following the completion of utility relocations anticipated in late 2026 or early 2027.
