The City of Oshawa is planning to undertake several changes to its Zoning By-law 60-94 (File: 12-12-5055), which aim to facilitate rail projects and set a minimum distance between payday loan, tattoo, pawn, vapour products, and adult-use stores.
It will discuss the amendments at a Planning Act public meeting on June 26 in the Oshawa City Hall at 50 Centre Street South.
The proposed amendments to Zoning By-law 60-94 include such matters as:

- Amending Article 5.4.1 to relieve public authorities and other certain agencies such as a railway or pipeline company from having to satisfy design criteria within the UGC (Urban Growth Centre) Zone, such as minimum height and frontage requirements, that may inhibit the provision of essential public services and utilities;
- Amending Subsection 5.17 to implement new separation distance requirements applicable to a payday loan establishment, tattoo parlour, pawn shop, vapour product shop, social service establishment and adult use store to increase the separation distance of like uses to 800m on a city-wide basis;
- Amending Subsection 5.17 to exempt a social service establishment which is approved and/or operated by the Province of Ontario or a provincial agency from the above noted minimum separation distance provision;
- In addition, various amendments to Zoning By-law 60-94 for specific properties are proposed as follows:
- Amending Schedule “A” – Map A2 of Zoning By-law 60-94 as shown on the map below titled “Map A2” to rezone a portion of certain lands located south of King Street West and east of Stevenson Road South from PCC-A(2) (Planned Commercial Centre) to PCC-A(1) (Planned Commercial Centre);
- Amending Article 17.3.2 to replace Appendix ‘A’ with a new map as shown on the map below titled “Appendix A” and update certain site specific regulations associated with the PCC-A(1) (Planned Commercial Centre) Zone for 419 to 507 King Street West to support high-rise and mixed-use buildings on the northern portion of these lands adjacent to King Street West, in consideration of the planned Durham-Scarborough Bus Rapid Transit service along King Street West and the policy direction contained in the Provincial Planning Statement, Envision Durham and the Oshawa Official Plan; and,
- Amending Article 17.3.3 by deleting it in its entirety given that it is no longer relevant as a result of the changes proposed under Items 2(a) and 2(b) directly above.
