50 affordable units to come up in Oshawa near Courtice

The way has been cleared for 50 affordable units to come up in Oshawa near Courtice, according to Oshawa Councillor Brian Nicholson.

He revealed that the the region will be constructing combination of up to 50 affordable and market rental housing units “to better serve our community and provide much overdue housing for those in need”.

These units will come up on the lands adjacent to the former Grandview Children’s Treatment Centre at the northwest corner of Townline Road and Bloor Street East, next to Terry Fox Park (600 Townline Road South).

“I am pleased to report that Durham Region has closed the purchase agreement and has acquired the former Grandview Children’s Treatment Centre,” said Nicholson in a social media post. “The former treatment centre will be converted into an early education/family services and child care centre to serve the ever increasing need for safe child care and early education in this growing family community.”

Affordable and Market Rental Housing

The site is also be designed to accommodate approximately 50 units of affordable and market rental housing, in a separate building near the Townline/Bloor intersection.

“We are in the process of completing our internal procurement to get an architect and project team on board, to initiate schematic designs,” said Nicholson.

He said the target is year end 2025 or early 2026 to have the architectural plans and the overall site design process completed, so that “we can be in a position to file a site plan application with the City of Oshawa shortly thereafter. We would like to be in a position to obtain site plan approval by summer 2026 if possible. with construction to begin subsequently to that approval”.

Early Education / Family Services and Childcare Centre

Children’s Services will be reusing the building and will provide licensed childcare as well as EarlyON child and family services programming.

The plan is to provide interim space for EarlyON by the fall of this year.

Interior alterations to the building are required to provide new licensed childcare spaces and the ultimate EarlyON program, as well to make interior alterations to accommodate staff in Children’s Services. The region is in the process of scoping the required interior design expertise and firming up the overall space needs for the building.

Once interior alterations are completed, space for Family Services programming will also be provided. It is anticipated that interior design work will be undertaken through 2026 and final complex opened subsequently upon alteration completion.

Councillor Nicholson promised to provide further updates as more information becomes available. There will be community outreach with neighbours on these projects, he added.
