5,435 unit mixed-use community planned for Oshawa

An application to build a mixed-use community of eight development blocks in Central Oshawa has been submitted by Fotenn Consultants on behalf of First Avenue Investments (Oshawa).

The development – located at 144 and 155 First Avenue – proposes multiple towers ranging from 14 to 42 storeys in height, a public park and two road widening blocks.

The proposal includes 5,435 residential units, approximately 5,873 square metres (63,219 sqft) of ground-related commercial floorspace, private roads and a 0.51 hectare (1.26 ac) public park.

Applications have been submitted to amend the Oshawa Official Plan, for Approval of a Draft Plan of Subdivision  and to amend Zoning By-law 60-94. The applications have been determined to be complete.

The Oshawa Economic and Development Services Committee will be considering the above referenced applications for the lands as shown shaded on the map (see below) at the public meeting on September 11 at 6:30 pm in the Council Chamber, Oshawa City Hall, 50 Centre Street South.

The purpose and effect of these applications is to:

  1. Amend the Oshawa Official Plan by redesignating the subject lands from Industrial – Regeneration Area to Planned Commercial Centre with a site specific policy to permit the proposed residential density of 805 units per net hectare, and by deleting Policy 2.4.5.18 as the proposed development would make it redundant;
  2. Implement a draft plan of subdivision (S-O-2023-02) which proposes to create eight (8) development blocks, a park block and two (2) road widening blocks; and,
  3. Amend Zoning By-law 60-94 by rezoning the lands from GI and GI(1) “h-51” (General Industrial) to appropriate site specific PCC (Planned Commercial Centre) and OSP (Park Open Space) Zones, to implement the proposed development with site specific conditions. a site specific condition is proposed for the PCC zoned portion of the proposed zoning to permit certain performance standards relating to matters such as, but not necessarily limited to, a scoped list of permitted commercial uses, minimum first floor height for non-residential uses, street frontage for buildings, building setbacks, separation distance between portions of buildings 10 storeys or higher, width of a private street, maximum floor plate area for any portion of a building greater than 10 storeys in height, increased density, increased balcony projections, increased building height, reduced parking and location of parking. in addition, a site specific condition is proposed for the OSP zoned portion of the proposed zoning to permit a below grade parking structure beneath the proposed park.
