Oshawa moves on planning around future GO Station

The City of Oshawa announced it has retained Parsons Inc. and initiated the Central Oshawa Major Transit Station Area (MTSA) Land Use and Area-specific Transportation Master Plan.

The Integrated MTSA Study area is centered on the future Central Oshawa GO Station site located at 500 Howard Street.

The city said the overall area of the Integrated MTSA Study is generally bounded by:

  • John Street and Eulalie Avenue to the north;
  • Ritson Road South to the east;
  • Highway 401 to the south; and,
  • The Oshawa Creek Valley to the west.

The study area also includes certain lands east of Ritson Road South (see MTSA Boundary on map).

The city said there are two key components to the Integrated MTSA Study:

  1. A Master Land Use and Urban Design Plan to advance appropriate development and intensification within the MTSA Boundary, in accordance with the Ontario Planning Act; and
  2. An Area-specific Transportation Master Plan (TMP) to identify and recommend a preferred transportation option that accommodates future development. The TMP will follow the Municipal Class Environmental Assessment (MCEA) process for Master Plans, in accordance with the Environmental Assessment Act.

At the time of study commencement, it was anticipated there would be a third component for this exercise, that being the First Avenue/McNaughton Avenue Class Environmental Assessment, the city said.

It said upon review of the MCEA process (October 2000, as amended in 2007, 2011 and 2015), the Class Environmental Assessment anticipated for First Avenue/McNaughton Avenue, including
any other roads that may be identified in the TMP, will be captured under the Transportation Master Plan by following Approach Number 3 of the MCEA process for Master Plans.

Public Information Centre

The Study Team is hosting Public Information Centre Number 1 to introduce the Integrated TSA Study, provide the public an opportunity to comment on the background studies for existing conditions, and outline next steps.

It will be held on February 2 from 6 pm to 8:45 pm. The meeting will be held in-person in the C Wing Committee Room, Oshawa City Hall, 50 Centre Street South, Oshawa.

The meeting will be streamed. A link, call-in number and a copy of the presentation will be posted on Connect Oshawa.
