Brock pares this year’s tax rise from 5% down to 3.2%

Brock Budget Committee has been able to reduce the initial 5 per cent township tax levy increase down to 3.2 per cent, according to a township statement.

The council approved the township’s 2023 operating budget on Sunday. Deliberation took place in January and February, with an opportunity for community groups and the public to provide feedback to council at a public meeting on February 13.

“As a result of the meetings, Budget Committee was able to reduce the initial 5 per cent township tax levy increase down to 3.2 per cent,” said the statement.

It said for the average homeowner in the township, with a home assessed at $314,900, the budget equates to a $47.23 annual increase or 1.2 per cent on the overall tax bill. The overall tax bill includes amounts for the township, the Region of Durham and the school boards.

Whitby, Oshawa and Clarington

Durham Region has set a 2023 tax increase target of 5 per cent, while Whitby has approved a 5.8 per cent hike, Oshawa a 4.98 per cent increase and Clarington a 4.06 per cent rise.

Capital Budget

Brock’s capital budget of $5,519,700 was approved on January 30, including changes approved at the February 27 meeting.

“While the rate is a little more than what I had as a target, it allows the township to focus on core municipal services without sacrificing current service levels. We are able to continue to set money aside for much needed funding of future roads, bridges, sidewalks and building renewal projects especially in light of our commitment to Asset Management Plan work this year and this budget will include one of Brock’s biggest ever investments in road rehabilitation work,” said Mayor Walter Schummer.

The approved budget focuses on the following main areas:

  • Community Safety – Road Rehabilitation and Street Calming initiatives, Ash Tree removal and Integrated Pest Management for invasive species and Fire Fighter Training.
  • Community Programs – Seniors Tax Rebates, and resources to support community growth including recreation programs, summer camps and before and after camp childcare. A dedicated Communications and Tourism Coordinator will inform residents and visitors of news and events at the Township. Core Services Review, Strategic Plan, and a new Recreation Master Plan.
  • Investments for Future Infrastructure Renewal – Contributions to a newly created Parks Capital Reserve Fund, an Asset Management Plan Strategy and Update, and an Energy Conservation Demand Management Plan.
  • Modernization – Expand payment options to online facility and rentals, update online Building and Planning applications, and streamline human resources and payroll system.
