The Regional Municipality of Durham has issued a notice announcing the passing of a Development Charges By-Law for the Seaton community in Pickering.
Durham Region Council passed Development Charges By-law No. 2024-029, a by-law to establish Area-Specific Development Charges for the Seaton Community – Water Supply and Sanitary Sewerage Services on May 29, pursuant to Section 2(1) of the Development Charges Act, 1997, said the region notice.
Any person or organization may appeal a development charge by-law to the Ontario Land Tribunal pursuant to Section 14 of the Act, in respect of By-law No. 2024-029, by filing a Notice of Appeal setting out the objection to By-law No. 2024-029 and the reasons supporting the objection, with the Regional Clerk of The Regional Municipality of Durham on or before July 8, 2024.

The region and eight Durham municipalities are hurting from the impact on development charges of Ontario Bill 23. Several municipalities have succeeded in imposing new charges.
The City of Pickering said construction in Seaton is ongoing for a number of development needs, including new roads and transportation connections, sanitary and storm water sewer networks, water lines, hydro and natural gas delivery and telecommunication expansion.
In the spring of 2018, residents began to occupy the first of many new residential subdivisions.
