New 700+ homes in Oshawa to include affordable units + LTC

The City of Oshawa has received applications for two separate developments with a total of 700+ units with one of 417 units at Malaga Road, and another of 284 units at Bloor Street East.

Malaga Road: The applicant proposes to develop the site with a 12-storey apartment building featuring 242 units, two 6-storey apartment buildings featuring 75 and 67 units, and two 3-storey stacked townhouse buildings featuring 18 and 15 units, with shared open space and surface and underground parking.

The total number of dwelling units in the proposed development is 417 units. The project is for lands at 416 to 448 Malaga Road.

50% Units Affordable

The city said the applicant intends that about 50 per cent of the units will be affordable and rent-geared-to-income units, and 50 per cent will be market rate units.

The purpose of the application is to amend the Oshawa Official Plan to add a site specific policy to permit the proposed residential density of 254 units per net hectare.

A Planning Act public meeting will be held regarding an application to amend the Oshawa Official Plan (File: OPA-2026-02) submitted by the Regional Municipality of Durham on behalf of the Durham Regional Local Housing Corporation.

The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at the public meeting. The application has been determined to be complete, the city said.

Long-Term Care + Mixed-use Project

Bloor Street East: The applicant proposes to develop the site with a 9-storey long term care facility containing 208 units (256 beds) and an 8-storey mixed use building containing 76 apartment units and approximately 668 square metres (7,190.29 sq. ft.) of commercial floor space on the ground floor.

The project is for lands at 487, 489, 513, and 517 Bloor Street East.

The purpose of the application is to amend the Zoning By-law 60-94 by rezoning the lands from R2/R3-A/R4-A/R6-B (Residential) to an appropriate site specific R6-D (Residential) Zone, to permit limited offices, retail stores, convenience stores and personal services uses and to implement the proposed development, with site specific regulations to permit certain performance standards such as, but not necessarily limited to, reduced front yard depth, interior side yard depth and parking, and increased building height.

A Planning Act public meeting will be held regarding an application to amend Zoning By-law 60-94 (File: Z-2026-02) submitted by the Biglieri Group on behalf of Arcavia Bloor Holdings LP.

The Oshawa Economic and Development Services Committee will be considering the above referenced application for the lands as shown shaded on the map at the public meeting. The application has been determined to be complete, the city said.
