New vision for Courtice Waterfront and North Bowmanville

The Municipality of Clarington is moving forward with its efforts to guide responsible community development through two new Secondary Plans, aimed at shaping growth in the Courtice Waterfront and Soper Springs areas.

The municipality will present both draft plans—along with related Official Plan Amendments—for public review and feedback on May 12.

According to the municipality, Secondary Plans provide detailed guidance on how specific areas of Clarington should evolve over time. These plans determine land use, building height, business types, transportation networks, green spaces, and other key components of urban design. The objective is to ensure that future development meets the needs of residents while aligning with Clarington’s broader planning vision.

Courtice Waterfront and Energy Park Secondary Plan

The draft Secondary Plan for the Courtice Waterfront and Energy Park outlines a vision for a new waterfront community anchored by a significant municipal park. This space is expected to improve public access to Lake Ontario and offer year-round recreation for residents across Clarington and beyond.

In addition to its recreational focus, the plan maintains designated land for employment, while also encouraging a mixed-use neighbourhood that includes housing, retail, and services—all integrated with natural green spaces. The plan area is located south of Highway 401, east of Darlington Provincial Park, north of Lake Ontario, and west of Crago Road.

Soper Springs Secondary Plan

The Soper Springs Secondary Plan, covering an area north of Bowmanville, envisions a walkable, connected, and environmentally conscious community. It prioritizes sustainable design, natural heritage protection, and accessible transportation options.

Like the Courtice plan, Soper Springs supports mixed-use development with various housing types and local services, integrated with parks, trails, and green space. The plan area is generally bounded by Liberty Street North, Concession Road 3, and Lambs Road, with the northern edge aligning with Bowmanville’s urban boundary.
