Pushed back on 967-unit near-Walmart project approved

Clarington Council has approved Official Plan and Zoning By-law amendments to facilitate a major new residential development in Bowmanville, near Walmart.

The council had originally paused the review of the application following public concerns raised at an April statutory public meeting. Issues cited included building heights, shadows, traffic, and neighbourhood compatibility. However, council later directed staff to continue working with the developer on refinements to the plan.

In response, the applicant removed two blocks of townhouses to allow for a larger park, reduced the height of the building closest to Green Road (Building D) from 9 to 8 storeys, and moved Buildings C and D further south to reduce shadow on adjacent neighbourhoods. The revised concept also proposes 129 purpose-built rental units and the possibility of CMHC funding to support affordability.

The development – which falls within the Protected Major Transit Station Area (PMTSA) of the future Bowmanville GO Station – is proposed by Modo Bowmanville Urban Towns and Modo Bowmanville Towns (Kaitlin Group.

It will feature four apartment buildings ranging from 8 to 12 storeys in height, 61 townhomes, and a 0.49-hectare public park. The project site is located at 2050, 2078, 2098 Green Road and 279 Boswell Drive and spans nearly four hectares.

According to the staff report, this development will bring 967 residential units to the area, representing an increase from the 546 units previously approved in 2022. The site had initially been approved for four six-storey apartment buildings and 62 townhouses, but was revised in response to the area being designated as a PMTSA, which encourages higher density near future transit infrastructure.
