Oshawa civic track $2.3mn reopening planned for spring 2026

Oshawa’s Civic Recreation Complex outdoor track has been closed since September 2024 and questions have been raised about the project’s timeline.

The City of Oshawa has allocated $2.3 million for repairs to the outdoor track and jumping runways. City staff stated that they are working to complete the project, with the goal of reopening the track in spring 2026.

In summer 2024, a third-party inspection reported that the surface of the track was near the end of its lifespan and did not meet competition standards. The city retained an engineering consultant to evaluate the necessary work. The consultant determined that the project required a full replacement of the track, said a city statement.

It said in fall 2024, the city informed user groups and partners, including school board representatives, that the outdoor track would remain closed for the 2025 season. City officials stated that discussions have continued regarding alternative solutions. Some school board representatives reported making other arrangements for the spring track season.

What repairs are needed?

The city reported that the renovation will include replacing the track with a rubberized surface. The city stated that this upgrade is an investment in the Civic Recreation Complex and is intended to serve sport users. While the renovation timeline has not been finalized, the city stated it will continue to provide updates to affected user groups.

As part of the 2025 city budget, Oshawa allocated $2.3 million for the track and field repairs. The city stated that reserve funds would be used for the project and that it would not affect user fees.

Additionally, the city applied for a provincial grant through the Community Sport and Recreation Infrastructure Fund to assist with repair costs. The city acknowledged the following organizations for submitting letters of support with the grant application: LOSSA, OFSAA, WEAA, Running For Your Life, Durham Dragons Athletics, Eclipse Track & Field, and CYSA.

Will there be Spring track meets this year?

In fall 2024, the city informed user groups and partners that the civic outdoor track would not be operational for the season. City staff stated that while renovation work cannot occur during winter, it will begin once weather conditions permit. The city reported that all reasonable steps are being taken to complete the project.

Track users and event participants have been asked to contact their respective track and field organizations for updates on alternative arrangements.

The city stated that further communication regarding the availability of Field 1 (located within the track facility) will be provided once the renovation timeline is finalized.
