Oshawa council approves plans for 99 new residential units

The City of Oshawa has passed three new zoning by-laws on June 23. The by-laws collectively pave the way for the development of 99 new residential units, including single detached, semi-detached, street townhouses, and block townhouse dwellings across properties at 374 Farewell Street, 737–745 Taunton Road East, and 1440 Conlin Road East.

According to the City of Oshawa, all written and oral submissions were considered in council’s decisions.

56 units at Taunton Road East

By-law 72-2025 rezones lands from R2/R4-A/R6-A “h-22” to R2/R4-A(29)/R6-A “h-106”, permitting the development of 56 block townhouse dwelling units. Site-specific regulations apply to yard depths, landscaped open space, front lot line length, and lot coverage.

The “h-106” holding provision ensures the provision of adequate servicing and requires site plan approval to address matters such as parking, landscaping, lighting, and noise mitigation before full development proceeds.

33 units at Conlin Road East

This by-law amends the zoning of 1440 Conlin Road East from R3-A “h-14” (Residential) to R3-A(25) “h-14” (Residential), permitting 33 street townhouse dwellings. Site-specific conditions include reduced lot area, reduced exterior side yard depth, and increased lot coverage.

The “h-14” holding symbol requires site plan approval and appropriate servicing arrangements before development. While it remains in place, only model homes, a temporary sales office, and uses permitted in the FD (Future Development) Zone are allowed.

10 units at Farewell Street

This by-law changes the zoning of a portion of land at 374 Farewell Street from R2/CIN (Residential/Community Institutional) to R2(16) “h-107” (Residential). The change allows for the development of eight single detached dwellings and two semi-detached dwellings with site-specific regulations related to reduced lot area, minimum rear yard depth, and increased lot coverage.

The “h-107” holding symbol ensures that appropriate arrangements are made for sanitary, water, storm, and transportation services. It also requires implementation of noise and vibration mitigation measures and recommendations from a rail safety report through a development agreement.
