Wotten gives strong mayor powers back to council

The Township of Scugog has announced that as of May 1, Strong Mayor powers—recently extended by the Province of Ontario to an additional 169 municipalities—are now in effect locally.

In response, Scugog Mayor Wilma Wotten has signed two mayoral decisions that delegate these powers, returning much of the previous authority structure to its original state before the province implemented the changes.

According to the township, Mayor Wotten has delegated the authority to appoint or dismiss the Chief Administrative Officer (CAO) and the authority to form, dissolve, and assign functions to committees of council—where the members are solely council members—back to council. These include bodies such as the general purpose and administration committee and the planning and community affairs committee.

Additionally, the mayor has delegated to the CAO the power to determine the organizational structure of the municipality and to make decisions related to employment matters within the corporation.
