Clarington 2025 budget shows tax revenues up by 5.19%

The Municipality of Clarington yesterday unveiled its amended 2025 budget which mentions a 5.19 per cent amended increase in tax levy revenues.

The municipality’s budget document said amended levy (including growth) for 2025 is estimated at $82.14 million, up from $76.80 million in 2024 (see below).

Clarington said the 2025 net tax increase is of approximately $91 for the average household, or about $7.59 per month. It did not mention if this increase pertains to the local portion of the 2025 tax (33 per cent) or also includes the portions assigned to the region (50 per cent) and education (17 per cent).

Other municipalities to announce their levies for 2025 include:

  • Oshawa which has proposed a 7.87 per cent tax hike,
  • Whitby has set its budget with 3.99 per cent tax increase,
  • Durham Regional Council has capped 2025 property tax rise at just below 5 per cent,
  • Pickering has proposed a 3.75 per cent levy increase,
  • Ajax announced a 4.89 per cent rise and
  • Uxbridge a 4.4 per cent rise (see below).

The Budget will be considered at a Special Council Meeting on January 13.

The municipality said the 2025 Budget Update includes capital investments in infrastructure to support the delivery of the Parks, Recreation, and Culture Master Plan, including breaking ground on the new South Bowmanville Recreation Centre, upgrades to parks, trails and roads across the municipality, the addition of an outdoor skating rink at the Diane Hamre Recreation Centre, and more. Other notable projects for 2025 include the addition of library vending machines throughout the community, more than 16 kilometres of rural road resurfacing, and a new Operations and Training Centre for Public Works crews and Clarington Emergency and Fire Services.

The 2025 Budget Update also includes proposed amendments to the 2024-27 Multi-Year Operating Budget, to adapt to a changing environment. This includes recent changes in provincial legislation (Bills 23 and 185) that have made a significant financial impact on municipal service delivery, including the download of some planning services.

“Clarington’s proposed budget update is all about moving our community forward. This year, through the Parks, Recreation and Culture Master Plan, we’ve had more engagement with residents than ever before. Your feedback highlighted what mattered most to you when it came to how your tax dollars are spent,” said Mayor Adrian Foster. “Clarington, now and historically, has some of the lowest property taxes in Durham Region. Council and staff are working really well together to deliver top-notch services without breaking the bank.”
