The Municipality of Clarington has halted demolition activities at the former Goodyear lands in Bowmanville due to concerns about potential hazardous materials and the lack of proper permits.
The recent demolition activities sparked worry among residents and the municipality, particularly regarding the potential presence of harmful substances left behind from years of industrial activity, said a municipal statement.
Upon discovering the unauthorized demolition, Clarington officials issued an Order to Comply under the Ontario Building Code, effectively stopping further demolition. Additionally, Clarington Fire and Emergency Services cited the property owner with several notices requiring the site to be secured due to safety and fire hazards.
Clarington staff is currently working with the property owner, the provincial government, and the Durham Region Health Department to address both environmental and safety concerns related to the site. This includes the potential hiring of an independent expert to monitor the property and ensure safe and legal demolition practices are followed.
“Clarington Council prioritizes responsible growth,” said Mayor Adrian Foster. “While we support economic development, protecting the environment is paramount. We expect developers to collaborate with us to ensure environmentally responsible redevelopment. I have directed staff to utilize all available resources to ensure any future demolition adheres to provincial regulations and protects our environment and residents.”
Located within the Bowmanville East Urban Centre Secondary Plan area, the former Goodyear lands are currently undergoing a planning update that will be presented to council in December. This plan will outline development policies for the area, including specific environmental studies for the Goodyear property.
