Oshawa approves higher density for two residential projects

Oshawa City Council has approved amendments to the Official Plan and Zoning By-law 60-94 for two development projects.

These changes, allow for increased residential density and new mixed-use developments at 88 King Street West consisting of 1,900 units per hectare and Simcoe Street North/Niagara Drive of 862 units per hectare.

Official Plan and Zoning Changes at 88 King Street West

According to city records, on February 24, Oshawa Council passed By-law 11-2025, adopting Amendment 226 to the Oshawa Official Plan. This amendment introduces a site-specific policy permitting a maximum residential density of 1,900 units per hectare at 88 King Street West, located at the northeast corner of McMillan Drive and King Street West.

Officials stated that council also passed By-law 12-2025 on February 27, 2025, amending Zoning By-law 60-94 to change the zoning of the property from UGC-A (Urban Growth Centre) to UGC-A(8) (Urban Growth Centre) with site-specific conditions. The zoning change allows for a 22-storey mixed-use building with 285 apartment units and 372 square metres of commercial space on the ground floor, along with specific regulations related to residential density, building setbacks, and loading areas.

The land is also subject to a related zoning amendment application under File Z-2023-03, according to city officials.

Official Plan and Zoning Changes at Simcoe Street North/Niagara Drive

City officials confirmed that on February 24, Oshawa council passed By-laws 13-2025 and 14-2025, adopting Amendment 228 to the Oshawa Official Plan and Amendment 75 to the Samac Community Secondary Plan. These amendments allow for a maximum residential density of 862 units per hectare for a 10-storey mixed-use building at 1804, 1806, and 1808 Simcoe Street North and 426 Niagara Drive.

According to the council, they also approved By-law 15-2025, amending Zoning By-law 60-94, to rezone the property from MU-B(2) “h-48” to MU-B(7) “h-100” and MU-B(7) “h-100” “h-101”. The zoning amendment permits a 10-storey mixed-use building with 392 purpose-built student apartment units and 2,466 square metres of commercial space, along with site-specific regulations for building height, yard depths, parking, and loading.

City officials stated that the “h-100” holding symbol requires site plan approval to address landscaping, fencing, lighting, servicing, noise, driveway access, and traffic signalization. The “h-101” holding symbol ensures approval from the Region of Durham for any building projection over the Simcoe Street North road allowance.
