Oshawa, Clarington, Whitby top-10 in GTA benchmarking study

A recent benchmarking study has ranked Oshawa, Clarington and Whitby in the top-10 municipalities in the Greater Toronto Area (GTA).

Oshawa was ranked 5th, Clarington 7th and Whitby 9th in the combined ranking among 16 GTA municipalities, according to the list released by Clarington.

All three were ahead of Toronto.

The benchmarking study, completed by Altus Group on behalf of the Building Industry and Land Development (BILD) Association, looked at factors like municipal approval processes, timelines for approvals, and government charges that may impact housing affordability in the Greater Toronto Area.

The Municipal Benchmarking Study compares approaches that municipalities have in place to deal with the approval and development of new housing. It also highlights key features (and associated benefits of those features) in promoting the approval of new housing and ultimate construction, as well as the cost implications of municipal processes and policies.

Oshawa ranked 6th in the category related to planning approval timelines, second for government charges, and 14th for planning features such as development application tracking, e-submission/payments, and other tools.

Clarington ranked eighth in the category related to planning approval timelines, third for government charges, and twelfth for planning features such as development application tracking, e-submission/payments, and other tools. It’s worth noting that the Planning and Infrastructure Services Department is in the process of implementing a new online service portal and is looking at other initiatives that would fall under the Planning Features category.

Whitby ranked 2nd in the category related to planning approval timelines, 6th for government charges, and 16th for planning features such as development application tracking, e-submission/payments, and other tools.
