Clarington development downsized to 402 units

The Municipality of Clarington has approved a downsized residential development at 1246 Prestonvale Road in southwest Courtice, following revisions to a previous plan submitted by Tribute (Prestonvale) Limited (see below).

The updated application, presented to Clarington’s Planning and Development Committee on May 12, reduces the original proposal to 402 residential units, consisting of 274 detached homes and 128 street townhouses. This marks a significant reduction from an earlier plan that sought 442 units, which included a mix of detached, street townhouses, and block townhouses.

The revised layout eliminates the block townhouses entirely and shifts those units into other built forms, while slightly adjusting block widths and road alignments.

In addition to residential lots, the 31.63-hectare site includes land set aside for:

  • A 2.17-hectare neighbourhood park
  • Two stormwater management ponds
  • Open space and natural heritage buffers
  • A future elementary school block
  • Part blocks for future residential development

The property falls within the Bayview (Southwest Courtice) Secondary Plan area and was previously zoned for agricultural and environmental protection uses. Clarington has now approved a zoning by-law amendment to permit residential use, subject to (H) Holding provisions that will remain until conditions such as subdivision agreements are fulfilled.

Municipal planning staff say the revised development remains consistent with Clarington’s Official Plan, the Bayview Secondary Plan, and Durham Region’s Envision Durham growth framework. It also preserves natural features, including a tributary of Robinson Creek, and proposes trail connections and open space access throughout the site.

Other notable features of the approved plan include:

  • On-street parking to accommodate smaller lot frontages
  • Future connection to the Baseline Road Sanitary Sewer Pumping Station
  • Sustainable design elements such as EV charging infrastructure and energy efficiency measures
  • A commemorative feature recognizing the site’s history as the Found Farm and Beaver Dairy Farm

The developer will construct all capital infrastructure, which the Municipality will assume after formal acceptance. Long-term maintenance and operational costs will be considered in future Clarington municipal budgets.

With zoning now in place, the project will move toward final subdivision approvals before development begins.
