Underpass structures along Highway 401 being replaced

The Ministry of Transportation (MTO) has retained Brennan Paving and Construction Ltd. (BPCL) to replace the Simcoe Street South and Albert Street underpass structures along Highway 401 in Oshawa.

Construction has begun and will be phased over five stages during the 2023/2024 construction seasons. The anticipated completion date of all construction works is November 2024, said a city statement.

It said the construction areas include:

  • Lviv Boulevard: From Simcoe Street South to Front Street.
  • Simcoe Street South: Starting 100m North of Lviv Boulevard. to the Bloor Street intersection
  • Albert Street: From 30m North of Lviv Boulevard to 30m north of Bloor Street.
  • Highway 401: 300m west of Simcoe Street South to Drew Street, including the westbound on-ramp via Simcoe Street South, and the on and off-ramps via Drew Street.

The scope of work for the construction includes but is not limited to:

  • Replacement of Simcoe Street South and Albert Street bridge structures over Highway 401
  • Shoulder widening and resurfacing of Highway 401
  • Construction of the Lviv Boulevard cul-de-sac
  • Installation of new storm sewers and watermains
  • Reconstruction of the Lviv Boulevard and Albert Street intersection
  • Reconstruction of the Bloor Street and Simcoe Street South intersection
  • Re-alignment of the Michael Starr Trail multi-use pathway

During the construction, the following closures are planned:

  • Highway 401 eastbound and westbound lanes (including the on-ramp via Drew Street) from Simcoe Street South to Drew Street (during nights and weekends only)
  • Lviv Boulecard at Simcoe Street South.
  • Albert Street from Lviv Boulevard to Bloor Street.

These closures are not concurrent and will be implemented during various project stages. For the duration of the project, MTO has committed to notifying the public in advance of all roadway closures using variable message boards and appropriate signage.
