An incentive program is available until December 31 for Whitby home owners who wish to build additional units on their property.
Whitby recently allowed three addional home units to be built on private property (see below). These include addition of basement apartments, secondary suites, and garden suites, to existing properties, thus adding to the town’s housing stock.
The incentive program is supported by the town’s Housing Accelerator Funding.
Property owners who successfully obtain a building permit for an Additional Dwelling Unit (ADU)/Accessory Apartment during the program have the option of entering into an ‘Additional Dwelling Unit Incentive Agreement’ with the town.
The incentive is an equivalent payment to the property owner of select town fees related to their ADU/Accessory Apartment work upon successful permit issuance. The select fees include, where applicable, ADU Building Permit Fees, Accessory Apartment Registration Fee, Curb Cut Fee, Development Charges for Education.
The ADU/Accessory Apartment must be registered with the Town of Whitby By-Law Services by March 31, 2027* to align to Housing Accelerator Fund timelines.

A town statement said Whitby is continuing its commitment to support more housing options in the community as growth continues.
Following its 2024 Housing Accelerator Fund agreement with the Government of Canada to fast-track housing development, Whitby has launched programs and initiatives to increase housing supply. These also include:
- Electronic submission and tracking for residential building permits, changing the approval and payment process and reducing wait times.
- Updated density by-laws that increase the maximum number of units allowed on residential lots to four, modifying housing regulations.
- A land donation to Habitat for Humanity to support the creation of housing.
- A $2.5 million contribution to the Downtown Community Improvement Program to encourage residential development near transit and services.
- A catalogue of pre-approved detached additional dwelling unit designs in partnership with the City of Pickering, aligning with Ontario Building Code requirements.
“With support from the Housing Accelerator Fund, Whitby is taking meaningful action to tackle housing challenges. From introducing new financial incentives for secondary suites to collaborating with Habitat for Humanity on affordable housing projects, these initiatives will expand housing supply, streamline approvals, and promote sustainable growth. Together, we are working to ensure that everyone has access to safe, affordable, and diverse housing options,” said Whitby Mayor Elizabeth Roy.
