Clarington is reviewing a major rezoning application that could bring about 1,755 new residential units and 1,700 square metres of retail space to 6 Wilmot Creek Drive in Newcastle.
The proposal, submitted by Rice Development Corporation and designed by GHD Limited, includes four mixed-use buildings within the Wilmot Creek Secondary Plan Area.
The development would feature a mix of housing types—114 street-related townhouses, 269 condominium townhouses, and 1,372 apartment units—alongside two parkettes, open space blocks, a stormwater management facility, and underground parking. A portion of Wilmot Creek Drive is proposed to be closed and rerouted to accommodate the development.
The proposed site covers about 30.7 hectares between Highway 401 and the hydro corridor, near Bennett Road. According to municipal planning staff, the application conforms with Clarington’s Official Plan, the Wilmot Creek Secondary Plan, and the Durham Region Official Plan.
The development aims to meet or exceed provincial and regional density targets, with plans to achieve 87 residents per hectare. The four mixed-use buildings will provide both housing and commercial services, including potential grocery and retail outlets.
